Multiple Civil and Mechanical Works at E-8 Islamabad and Other Locations by CMES Navy

The Chief Military Engineer Services (Navy) Islamabad/Lahore invites prequalification applications from firms and contractors for tender of multiple civil and mechanical works across Federal locations including E-8 Islamabad, Murree, and DI Khan. The scope includes provision and installation of ration lift, DG set and flood lights, upgrading external services in Zone IV, replacement of heat pumps for swimming pool facilities, provision of earthing and lightning protection systems, roof treatment of operation theaters and corridors, road repair and maintenance, installation of hydraulic barriers, and miscellaneous works and facilities. The contract is issued under Clause 13, 15 and 16 of PPRA Rules 2004 with tenders to be received by 1130 hours on 27 August 2026 and opened the same day at 1200 hours at CMES (N) Sector E-8 Islamabad.

Eligible applicants must be enlisted with MES in category D or higher, or registered with other Government Departments, demonstrating experience of similar works. Applicants must provide detailed information on works executed during the last two years and current commitments, including sponsoring agencies, project values, completion periods, dates of physical completion, progress percentages, and performance reports. Contractors must furnish lists of moveable and immoveable assets, skilled and unskilled personnel details, machinery and equipment inventory, bank statements, GST registration certificates, and NTN certificates. Mandatory registration with Pakistan Engineering Council with current renewal for 2026 is required; firms without such registration will not be issued tender documents.

Pre-qualification documents are obtainable from CMES (N) Isld/Lhr at Sector E-8 Islamabad. All applications will be scrutinized and tenders issued only to pre-qualified firms and contractors. Contractors may witness tender opening at the designated venue. The Accepting Officer reserves the right to reject any or all applications per paragraph 33 of PPRA Rules 2004, and incomplete applications will not be entertained.

Military Engineering Services is calling prequalification for multiple E-8 Islamabad and regional projects spanning HVAC, electrical, civil infrastructure and road works. Thirteen distinct work packages combine routine maintenance (road repair, roof treatment) with capital upgrades (heat pump replacement, external services upgrading, hydraulic barriers). Scale appears medium across distributed locations. Notably, PEC registration renewal for 2026 is mandatory and non-negotiable; firms currently lapsed will be auto-rejected. Previous two-year track record with government clients is required.

Who can bid: Must be MES Category D or higher, or registered with other Government Departments with relevant experience. Pakistan Engineering Council registration with 2026 renewal is mandatory. Typically, contractors must hold NTN, GST registration, and current bank solvency certification. Category D typically covers civil works up to specified value limits; higher categories may access larger contracts.
