Description / Scope of Work
Islamabad Club invites sealed bids from eligible and qualified firms, suppliers, and contractors for the supply, installation, and commissioning of a new lighting system at its badminton courts located in Islamabad, Federal. The project scope encompasses complete design, supply, installation, testing, and commissioning of a modern lighting system with structural support for high-bay sports lighting at significant height above 20 feet, as detailed in the provided technical specifications and drawings. This is an open competitive bidding tender conducted through a two-stage two-envelope procedure with evaluation by least cost selection after technical qualification.
Bidders must meet mandatory eligibility criteria including valid NTN and Sales Tax Registration appearing on the Federal Board of Revenue's Active Taxpayer List, a non-blacklisting affidavit on judicial stamp paper, minimum three years' experience in electrical and lighting installations, and successful completion of at least three similar electrical or lighting installation projects involving high-bay or sports lighting each valued at not less than PKR 2.0 million within the last five years. Bidders must demonstrate product authenticity through a manufacturer authorization letter, recent invoices from authorized distributors, or letters of guarantee from manufacturers. A bid security of PKR 100,000 must be submitted in the form of a pay order, demand draft, or bank guarantee valid for 120 days, and a non-refundable tender fee of PKR 5,000 must be deposited with the technical proposal.

Bids must be submitted electronically through the EPADS system only by 11:00 hours on July 09, 2026, with technical opening at 11:30 hours on the same date and financial bids opened subsequently for technically qualified bidders. Potential bidders may visit the site on any working day between 10:00 and 16:00 hours after prior coordination with the Engineering Department.
