The Public Procurement Regulatory Authority (PPRA) of Pakistan has notified the mandatory use of National Standard Bidding Documents for the procurement of general goods by all procuring agencies across Pakistan. This notification, issued under Section 27 of the PPRA Ordinance and Rule 23(4) of the Public Procurement Rules 2004, applies to national and international competitive bidding processes using a single stage two envelope procedure. The standard bidding documents are available on the PPRA website at www.ppra.org.pk and are amended annually on 30th June of each financial year to incorporate regulatory experience and feedback based on monitoring procurement practices across the country.
All procuring agencies, whether federal, provincial, or local government bodies, must utilize these standardized documents to ensure transparency, uniformity, and compliance with procurement regulations. The documents establish clear criteria for bid submission, evaluation procedures, and contractual terms. Bidders are required to submit proposals in two envelopes: the first containing technical and administrative documentation, and the second containing financial quotations. The standard documents include provisions for bid security, eligibility verification, and evaluation criteria as per PPRA guidelines.
The notification also covers related procurement templates including the National Standard Request for Proposal Document for Consultancy Services and the National Standard Procurement Document for Goods through Closed Framework Agreements. These documents are designed to streamline the procurement process, reduce disputes, and facilitate fair competition among bidders. Procuring agencies should obtain these documents from the PPRA website and strictly adhere to their provisions during the entire procurement process from advertisement through contract execution.
