Description / Scope of Work
Hyderabad Municipal Corporation invites proposals from reputable engineering consultants for consultancy services covering planning, design, and construction supervision for the construction of Drain Naia, widening, and reconditioning of Shaikh Ayaz Road from Sindh Museum to Ali Palace Pumping Station via Poonam Flyover in Hyderabad, Sindh province. The project scope encompasses comprehensive engineering consultancy with detailed design and construction supervision services. This is a single-stage, two-envelope procurement process issued under reference G/43/2026, dated 22 June 2026, with proposals to be submitted online through the SPPRA e-Procurement system (EPADS).
Eligible bidders must be reputable engineering consultants with a minimum of 20 years' relevant experience and must hold a valid Pakistan Engineering Council (PEC) registration certificate. Consultants must be enrolled on the Active Taxpayer List of the Federal Board of Revenue and the Board of Revenue Government of Sindh. Bid security and technical and financial expertise documentation are mandatory as detailed in the Request for Proposal document. All proposals must comply strictly with the Instructions to Consultants and RFP notice guidelines.
Interested consultants must register on the SPPRA website (http://portal.sindh.eprocurement.gov.pk) under "EPADS" to download RFP documents and submit e-bids. Technical and financial proposals must be uploaded separately in their respective sections via EPADS portal; physical submissions will not be accepted. Proposals must be submitted online by 02:00 PM on 9 July 2026, with technical evaluation opening scheduled for 2:30 PM the same day at the office of the Municipal Commissioner, Hyderabad Municipal Corporation. A pre-bid conference will be held as mentioned in the RFP, and interested firms should submit written questions at least one week prior to that meeting.
