Consultancy Services for Underpass, Link Roads and Beautification at Qasim Chowk, Hyderabad

Proposals are invited from Engineering Consultants with a minimum of twenty years' relevant experience and a valid Pakistan Engineering Council (PEC) Registration Certificate with appropriate project profile and services codes. Bidders must be listed on the Active Taxpayer List of the Federal Board of Revenue and maintain registration with the Board of Revenue Government of Sindh. All interested firms are required to register on the SPPRA e-Procurement System EPADS portal at http://portalsindh.eprocurement.gov.pk for bid submission and to provide valid technical and financial credentials to undertake the assigned task without conflict of interest.

The procurement follows a Single-Stage Two Envelope Procedure conducted entirely online through the EPADS e-Procurement System. Consultants must submit both Technical and Financial Proposals online on or before 09 July 2026 by 12:00 PM, with technical proposals opening the same date at 2:30 PM in the Office of the Municipal Commissioner, Hyderabad Municipal Corporation, in the presence of the Consultant Selection Committee. Financial proposals of technically qualified firms shall be opened subsequently. All proposals must strictly comply with Instructions to Consultants and relevant RFP requirements. A pre-bid conference will be held as mentioned in the RFP documentation, with written queries due one week prior. The Procuring Agency reserves the right to reject any or all proposals as per SPPRA Rules.
