PNS RAHBAR invites sealed bids from experienced conservancy firms for outsourcing of conservancy contract 2026-27 in Sindh province. This tender notice number 01/2026 is for award of a one-year conservancy contract effective from 15 July 2026. The contract scope includes daily removal of garbage from houses and collection points, daily removal of garden refuse and dead animals, and sweeping of residential and commercial areas and fences in commercial zones. The estimated contract value and detailed service specifications are available in the tender documents. Interested companies and firms with substantial experience in solid waste management are required to submit bids through single stage two envelope procedures as outlined in rule 36(b) of the PPRA Rules 2004. Each envelope must separately contain the technical proposal and financial proposal, clearly marked as such. Bid documents must be submitted before 1200 hours on 16 July 2026 with the bid reference and firm name clearly marked. Technical bids will be opened on the same date at 1230 hours at EXO Office PNS RAHBAR in presence of bidders and authorized representatives. Financial proposals will be opened later and retained for evaluation.
Eligibility criteria require firms to submit proof of permanent and present mailing address containing NTN certificate and CNIC copy, income tax clearance certificate, detailed financial status and banker references including capital investment position and total asset and liability details. Bidders must provide a detailed audit management plan specific to PNS RAHBAR, complete details of works executed and ongoing contract performance, details of machinery and equipment available for the project, information on technical and skilled staff for operation and maintenance, and accept physical inspection of equipment by PNS RAHBAR team. The firm or contractor must attach a bid security equivalent to twenty percent of the total bid amount with technical proposal in the form of a cheque or bank draft in the name of commandant PNS RAHBAR. All contractors shall quote lump sum per month for all works, payable monthly in arrears, and execute an agreement with PNS RAHBAR on non-judicial stamp paper within seven days of acceptance letter.
Tender forms and detailed scope of works with manpower and machinery requirements are available from EXO Office PNS RAHBAR in Karachi during 1000 to 1300 hours on any working day before 16 July 2026 upon payment of rupees 2000 non-refundable. The firm must maintain own workshop for quick repairs and maintenance of vehicles and equipment. Where accommodation and facilities are arranged by PNS RAHBAR, monthly rent shall be payable on mutually agreed terms. PNS RAHBAR reserves the right to reject any bid or proposal at any time prior to acceptance of the bid or proposal as per PPRA Rules. This tender is also browsable on the PPRA website www.ppra.org.pk.
