Description / Scope of Work
The United Nations High Commissioner for Refugees (UNHCR) invites qualified suppliers to submit quotations for the supply of CCTV cameras to its Sub Office in Peshawar, Pakistan. This Request for Quotation (RFQ) reference PAKPE/RFQ/26/3031 seeks to procure surveillance camera equipment for the UNHCR Sub Office located at Peshawar University Town. The procurement is intended to enhance security and monitoring capabilities at the facility. Interested bidders must possess the technical expertise and capacity to supply high-quality CCTV camera systems that meet UNHCR's specifications and standards. The scope of work includes supplying, delivering, and ensuring proper installation and functionality of the camera systems as per the technical specifications outlined in Annex B.
Bidders must meet all technical requirements specified in Annex A, which contains seven mandatory technical criteria. Bids failing to meet any of these criteria will be deemed technically non-compliant and rejected without financial evaluation. Suppliers must be registered with relevant authorities and comply with UN Supplier Code of Conduct as detailed in Annex F. A valid quotation must remain valid until successful supply, checking, and acceptance of the required items. Bidders should ensure their company's financial offer is signed and stamped by authorized representatives and fully compliant with UNHCR requirements.
Quotations must be submitted separately for technical and financial offers by email to pakperf@unhcr.org on or before 30 June 2026 at 17:00 hours Pakistan Standard Time (PST). The email subject line must indicate UNHCR RFQ: PAKPE/RFQ/26/3031, the bidder's firm name, and the number of emails sent. Documents should be submitted in PDF format with a maximum attachment size of 20 MB per email. Bidders may submit requests for clarification until 23 June 2026 at 17:00 hours PST via pakpescu@unhcr.org. The quotation price must be provided in Pakistani Rupees (PKR) without GST and withholding tax, as UNHCR is exempt from taxation. The supplier offering the lowest technically qualified bid will be recommended for contract award.
