Description / Scope of Work
Pakistan State Oil Company Limited (PSO) invites quotations for the procurement of SharePoint Subscription Edition licenses and comprehensive migration services from SharePoint 2019 to Subscription Edition. The project scope includes procurement of six SharePoint Server Subscription Edition licenses to support the proposed farm topology with application servers, web front end servers, and service servers; 1,650 SharePoint Standard Client Access Licenses (CALs) in Subscription Edition; 50 SharePoint Enterprise CALs in Subscription Edition; five Microsoft Azure DevOps Server CALs; and one Microsoft Azure DevOps Server with complete transfer of code repositories, pipelines, and work items. The migration project shall be completed within a five-month timeframe and includes migration of core business processes such as Medical Voucher Reimbursement, Employee Transfer Requests, HR and Admin Help Desk systems, Procurement Information Center, SAP Support Assistance, and numerous specialized systems including Corporate Planning, Litigation Management, Security Attendance, Equipment Glassware, the 360 Employee Review System, and Document Management System. All applications will be migrated using the database-attach method with services redistributed across the new farm topology including process automation apps, application servers, load-balanced web front end servers, dedicated services server, integration server, and database servers. The vendor must provide comprehensive documentation of all SharePoint development aspects, including database designs, system architecture, workflows, user manuals, and coding guidelines. Intellectual property and source codes generated during the project shall become the sole property of PSO. Post-deployment support of five months is required from the vendor at no additional cost to PSO.
Payment for licenses (line items 1, 2, 3, 4, and 6) will be disbursed upon license delivery. Migration costs (line item 5) will be paid upon completion of the entire migration activity. Licenses are non-transferable and non-refundable once purchased and must be activated before user access is enabled. The vendor must ensure delivery of valid licenses compliant with Microsoft licensing requirements and assign a designated contract administrator for handling PSO queries. All correspondence shall be conducted via email. Vendors must quote competitive rates and provide support services as defined by PSO. Trial licenses may only be used for pilot migration; production deployment shall not proceed on trial licenses.
