Description / Scope of Work
National Engineering Services Pakistan (Pvt.) Limited (NESPAK) invites electronic bids through EPADS for providing comprehensive cafeteria services at NESPAK House located in Lahore, Punjab. The scope of services includes engagement of nine personnel comprising one manager/supervisor, one lady waiter for female staff, one waiter for executive staff, two waiters for the hall, two janitors, and two kitchen service staff or cooking helpers. Bidders must quote for the complete scope of services as detailed in the annexures and any bid covering partial scope will be rejected. The bidding process is open to reputed catering contractors, vendors, and firms registered with the Income Tax Department and active on the Taxpayers List of the Federal Board of Revenue, as well as duly licensed by the Punjab Food Authority.
Eligible bidders must meet specific qualification and documentation requirements as outlined in the bidding documents. A bid security of PKR 200,000 must be provided in the technical bid in the form of a pay order or CDR in the name of NESPAK, with both a scanned copy on EPADS and the original submitted to the employer's address before the bid submission deadline. Bid prices shall be quoted entirely in Pakistani Rupees and must be inclusive of all prevailing taxes such as income tax and Punjab Sales Tax on Services. All applicable taxes will be deducted at source during payment to the cafeteria services provider as per government rules and notifications.
Bids must be submitted simultaneously on EPADS in two separate sets: a technical bid comprising a duly filled letter of technical bid, power of attorney of the signatory, bid security, documentary evidences, and signed bidding documents; and a financial bid comprising a duly filled letter of financial bid. Prospective bidders may seek clarification on bidding documents by submitting requests through EPADS no later than seven days before the bid submission deadline. Bids shall remain valid for ninety days after the date of bid opening. The employer will provide responses to all queries and may issue addendums to modify bidding documents not later than three days prior to the submission deadline.
