Description / Scope of Work
National Insurance Company Limited, a government-owned enterprise, invites applications from qualified advertising agencies and firms for prequalification and establishment of open framework agreements. The procurement (Reference: NICL/Procurement/2026/16) seeks to enlist capable and eligible licensed advertising agencies for providing advertising, designing, and related services on an as-and-when-required basis. The framework agreement shall enable NICL to engage prequalified agencies for assignments based on organizational needs throughout Pakistan, with particular focus on agencies operating in major business centers including Karachi, Lahore, and Islamabad/Rawalpindi in Sindh and other provinces.
Eligible applicants must meet mandatory requirements including active taxpayer status with a valid NTN certificate, absence from PPRA's active blacklisted firms list, physical office presence in Karachi, Lahore, or Islamabad/Rawalpindi, valid documentation of advertising agency operations, and submission of comprehensive company profiles with team details and CVs. Evaluation shall be conducted in two sections: Section A addresses mandatory compliance requirements, and Section B comprises detailed evaluation criteria assessing years of experience in advertising and designing works, client portfolio strength, international advertising experience, team size and qualifications, relevant certifications including APNS and PBA accreditation, project portfolio, tax registrations, and financial strength of the firm with minimum annual turnover considerations.
Applications must be submitted according to prescribed guidelines, with evaluation strictly following the qualification criteria requiring minimum 70 marks in Section B for qualification. Applicants should attach all supporting documents including NTN certificates, office ownership or tenancy agreements, company profiles, team credentials, financial statements, and relevant certifications.
