Description / Scope of Work
Border Health Services Pakistan, operating under the Ministry of National Health Services, Regulations & Coordination, invites sealed bids from eligible manufacturers, importers, authorized dealers, and distributors under the PSDP Project titled Strengthening of Points of Entry and Border Health Services – Pakistan. The procurement encompasses five major categories of equipment and services: ambulances, infrared thermal scanners, rapid food and water testing equipment, industrial reverse osmosis water filtration plants, and solar power systems installation with commissioning. This multi-item tender is advertised with reference number F. No. PG-I/2026-BHS-P and will be executed through open competitive bidding under Rule 20 of the Public Procurement Rules 2004, employing the Single Stage Two Envelope Procedure as per Rule 36(b). The procurement is subject to availability and release of PSDP funds for the financial year 2026-27, with implementation coordinated from the Project Director's office in Karachi, Sindh.
Eligible bidders must be registered manufacturers, importers, authorized dealers, or distributors with relevant technical qualifications and experience in their respective fields. Bidders are required to submit technical and financial proposals in sealed envelopes, with technical bids opened first on the same day at 1:30 PM following the submission deadline. Financial bids of only technically responsive bidders will be evaluated subsequently in accordance with PPRA Rules 2004. Standard bid security requirements and compliance with Public Procurement Rules must be observed. Sealed bids must be submitted through EPADS as well as in hard copy form at the office of the Project Director, Border Health Services Pakistan, Karachi, on or before 10 July 2026 at 1:00 PM. Technical bids will be opened on the same day at 1:30 PM. Complete bidding documents containing detailed specifications and requirements are accessible on EPADS and PPRA portals. The Procuring Agency reserves the right to accept or reject any or all bids under Rule 33 of the Public Procurement Rules 2004.
