Description / Scope of Work
Border Health Services – Pakistan invites sealed bids from eligible manufacturers, importers and authorized dealers for the procurement of infrared thermal scanners under the PSDP project titled Strengthening Points of Entry and Border Health Services Pakistan. The procurement shall be conducted through single stage two envelope open competitive bidding procedure under Rule 36(b) of PPRA Rules 2004. Funding is allocated from the PSDP allocation of Border Health Services – Pakistan for the financial year 2026-27. The project aims to strengthen border health services and points of entry across Pakistan including Sindh province.
Bidders must be registered with FBR for income tax and general sales tax purposes and shall provide copies of NTN certificate, GST registration certificate and active taxpayer list status. Eligible bidders must be manufacturers, importers or authorized dealers and distributors of thermal screening and surveillance equipment with relevant experience in supply of such equipment to government, semi-government or autonomous organizations. Bidders must not have been blacklisted by any government organization and shall provide documentary evidence of after-sales services, maintenance support and warranty facilities available in Pakistan. Bid security of PKR 500,000 in the form of call deposit receipt, pay order or bank guarantee from a scheduled bank of Pakistan must accompany the financial proposal.
Technical proposal and financial proposal must be sealed separately and submitted through EPADS as well as in hard form at the office of Project Director, Border Health Services – Pakistan, Karachi. All pages of bids and supporting documents must be signed and stamped by authorized representatives. Complete bidding documents including technical requirements, specifications and terms and conditions are available with the Project Director. Bidders should submit tender documents containing NTN certificate, GST registration, ATL status proof, company profile, manufacturer authorization certificate, relevant experience certificates, technical brochures, affidavit of non-blacklisting and warranty undertaking.
