Description / Scope of Work
The Capital Development Authority invites electronic bids for the rehabilitation and improvement of five major road projects in Islamabad, Federal Province. The projects include rehabilitation of Srinagar Highway from Convention Center to N-5 Bridge (NIT cost Rs. 1,984,120,629), Islamabad Highway from Faisal Masjid to T. Chowk (NIT cost Rs. 807,611,719), Jinnah Avenue from D-Chowk to F-11 Markaz (NIT cost Rs. 448,068,525), Khayban-e-Suharwardy Road from Serena to Zero Point (NIT cost Rs. 135,158,615), and Murree Road from Faizabad to Serena Interchange (NIT cost Rs. 54,201,788). The total estimated value across all projects exceeds Rs. 3.4 billion. This is a Single Stage-One Envelope procurement process advertised under reference 15x3-272 for the financial year 2026-27.
Eligible bidders must be well-reputed firms registered with the Pakistan Engineering Council with valid registration in relevant categories holding Project Codes CE-01 and CE-10. Bids must be accompanied by bid security in the form of Pay Order or CDR in favor of DDO (Procurement & Contract), CDA, with amounts specified for each project ranging from Rs. 542,018 to Rs. 19,841,206. Scanned copies of bid security documents must be uploaded to E-PADS in PDF format, with original documents provided on or before bid submission. All prospective bidders must meet qualification and eligibility criteria as detailed in the bidding documents.
Electronic bidding documents containing detailed requirements, terms, and conditions are available for registered bidders on E-PADS at www.eprocure.gov.pk and www.ppra.org.pk. Bids must be submitted online through E-PADS at http://eprocure.gov.pk strictly in accordance with bidding document instructions on or before 13 July 2026 at 10:00 am; manual bids will not be entertained. Technical bids will be opened publicly on the same day at 11:00 am at the office of Director (P&CA-I), Room No. 29, Block III, P&C Wing, CDA Secretariat, Sector G-7/4, Islamabad, in the presence of the procurement committee and bidders' authorized representatives.
