Description / Scope of Work
The Punjab Highways Department invites tenders for the dualization of the New Lahore Road from Narowal City to Gujjar Chowk (Narang) in District Narowal, Punjab. This project includes re-alignment and rehabilitation of the existing road for Phase-I covering a section from 0.00 to 10.30 km with a total length of 10.30 kilometers. The estimated project cost is Rs 4,600.378 million with an earnest money requirement of Rs 230.019 million. The work is to be completed within 24 months under ADP GS No. 1220 for the 2026-27 fiscal year. Tenders are being invited on a Single Stage Two Envelope Procedure involving technical and financial proposals submitted through the Punjab e-Procurement System.
Eligible bidders must hold a valid PEC License in Category C-A for the 2026-27 period and be registered on the Punjab PPRA e-Procurement portal. All participants must submit bid security equal to 5 percent of the estimated cost through digital online payment via the e-Procurement System linked with the Bank of Punjab. The successful evaluated bidder will be required to submit a performance guarantee of 10 percent of the contract amount within 15 days of receiving the offer letter. Bidders must provide various affidavits and supporting documents including PEC registration, valid legal entity certificates from SECP or the Registrar of Firms, tax and sales tax registration certificates, litigation history for the past ten years, and declarations regarding non-blacklisting and quality of previous work.
Bid documents and technical and financial proposals must be uploaded on the Punjab e-Procurement Portal by 27 August 2026 at 12:00 PM. Physical bid securities and manual document submissions are not accepted. Technical bids will be downloaded and opened on 27 August 2026 at 1:00 PM at the office of the Superintending Engineer, Highways Circle Gujranwala. Financial bids of only technically responsive bidders will be evaluated seven days after the publication of the technical evaluation report. The final evaluation report will be uploaded on the portal following due scrutiny. No joint ventures are permitted.
