Description / Scope of Work
The Capital Development Authority invites electronic bids on a Single Stage One Envelope procedure as per PPRA Rule 36(a) from eligible firms registered with the Pakistan Engineering Council for the year 2026-27. Five major road rehabilitation and improvement projects are being procured across Islamabad and the Federal Territory. Project 1 involves rehabilitation and improvement of Srinagar Highway from Convention Center to N-5 Bridge 26 Number Chungi with an estimated cost of Rs. 1,984,120,629. Project 2 covers rehabilitation of Islamabad Highway from Faisal Masjid to T. Chowk valued at Rs. 807,811,719. Project 3 is the rehabilitation of Jinnah Avenue from D-Chowk to F-11 Markaz estimated at Rs. 448,068,525. Project 4 includes uplifting and improvement of Khayban-e-Suharwardy Road from Serena to Zero Point costing Rs. 135,158,615. Project 5 focuses on rehabilitation of Murree Road Islamabad from Faizabad to Serena Interchange at Rs. 54,201,788. The cumulative scope represents significant infrastructure development in Islamabad's key transportation corridors.
Eligible bidders must be well-registered with the Pakistan Engineering Council in the relevant Category with valid Project Codes CE-01 and CE-10 for 2026-27. Firms must demonstrate their eligibility and qualification as detailed in the bidding documents. Each bid must be accompanied by bid security in the form of Pay Order or CDR in favor of DDO (Procurement and Contract), CDA at the amounts specified in the tender table. Prospective bidders shall upload scanned copies of their Bid Security on EPADS; original documents must be provided on or before submission of bids in the Office of Director P&CA-I.
The electronic bidding documents containing detailed requirements, terms and conditions are available to registered bidders on EPADS at www.eprocure.gov.pk and www.ppra.org.pk. Bids must be submitted online through E-PADS at http://eprocure.gov.pk strictly according to instructions in the bidding documents on or before July 13, 2026 at 10:00 am; manual bids will not be entertained. Technical bids will be opened using EPADS publicly on the same day at 11:00 am in the presence of the procurement committee and authorized bidders' representatives at the office of Director P&CA-I, Room No. 29, Block III, P&C Wing, CDA Secretariat, Sector G-7/4, Islamabad. Notification of the GRC constituted under Rule-48 of Public Procurement Rules 2004 is provided on EPADS.
