Description / Scope of Work
The Executive Engineer of Afghan Refugees Hospital Chaman invites sealed bids for the establishment and construction of a bedded hospital facility in Chaman, Balochistan. Three construction packages are offered under this tender: Package 1 (Main Building) with an estimated cost of PKR 3,457,981,796, Package 2 (Allied Buildings) valued at PKR 835,308,706, and Package 3 (External Works) estimated at PKR 414,794,830. The procurement is conducted in accordance with the Balochistan Public Procurement Rules 2014 and follows the Single Stage Two Envelope Bidding Procedure. All works are scheduled for completion based on composite schedule rates for 2023.
Eligibility criteria require that bidders be registered on the Active Tax Payers List of the Balochistan Revenue Authority and possess relevant registration with the Pakistan Engineering Council in their respective categories. Bidders must provide evidence of similar completed projects from the past three years demonstrating financial capacity and turnover against each work. Tender security in the form of a Green Chalan of PKR 2,000 is mandatory, and bid security must be submitted as a Bank Guarantee or Deposit at Call of 3 percent as specified in the bidding documents. A valid AFFIDAVIT declaration and recent audit report certified by ICAP are required. The last three years audit report must be duly audited by ICAP with provision of an AFFIDAVIT confirming willful failure notice against the ongoing scheme.

Bid submission is strictly electronic through the supplier dashboard, with the deadline set for July 13, 2026 at 11:00 AM.
