Description / Scope of Work
The Health & Population Department, Government of the Punjab, invites electronic bids from eligible firms for a framework contract for procurement of multi-protocol label switching and internet connectivity services for the Health Information and Service Delivery Unit (HISDU). This procurement is issued under bid reference HISUD(H&PD)/PROC/B-01/2026-27 & 2027-28 and shall be completed in accordance with the Punjab Procurement Rules 2014 as amended. The contract covers the provision of advanced networking infrastructure and connectivity solutions to support health information systems and service delivery operations across Punjab province, with the scope and value specified in the detailed bidding document.
Eligible firms must comply with all technical and financial requirements outlined in the bidding document. Bidders are required to submit separate technical and financial bids, fully completed, signed, stamped, and in complete conformity with the document specifications. All bids must be submitted electronically through the E-Pak Acquisition and Disposal System (EPADS) portal at https://punjab.eprocure.gov.pk. Bidders should obtain EPADS registration at https://eprocure.gov.pk prior to submission. Manual bid submissions and hardcopy applications will not be entertained for electronic bidding.
The bidding document is available for download from the Department's official website at https://ashhealthpunjab.gov.pk, from EPADS at https://eprocure.gov.pk, and from the PPRA website at https://ppra.punjab.gov.pk. The closing date for bid submission is 20 July 2026 at 11:00 AM, with bids opening at 11:30 AM on the same date as per PPRA Rules 2014. Bidders are strongly advised to upload bids well before the deadline to avoid technical issues. The response time shall be calculated exclusively from the publication date on the PPRA website.
