Description / Scope of Work
The Public Health Engineering Division Mansehra, Khyber Pakhtunkhwa invites electronic bids from eligible government registered contractors for construction of drinking water supply schemes under Single Stage Two Envelope procedure. The tender comprises three major works: Water Supply Scheme Muhallah Sayeen Abad (estimated cost Rs 11.812 million), Water Supply Scheme Bhoot Katha Bela Mutranyan (estimated cost Rs 26.886 million), and WSS Thanda Rata Depu UC Perhinna (estimated cost Rs 16.153 million). These water supply and sanitation infrastructure projects are located in Mansehra district and surrounding northern districts of Khyber Pakhtunkhwa province with a combined estimated value of approximately Rs 54.851 million.
Eligible contractors must hold valid Professional Engineering Council (PEC) registration for 2025-2026, valid CNIC, valid enlisment certificate from Works Department, valid KPPRA registration, and valid FBR form. Bidders must provide updated audit reports from 1 July 2022 to 31 December 2025, bank statements for the period 1 January 2024 to 31 December 2025, and affidavits confirming no litigation with the division and no previous stoppage of work. Bid security of 2 percent of estimated cost is required, with additional security for bids quoted more than 10 percent below engineer's estimate. Tender entry fee of 0.03 percent on bid cost must be submitted with the financial proposal.
Bidding documents including BOQs, SBDs and instructions to bidders can be downloaded from EPADS (kp.eprocure.gov.pk) or Khyber Pakhtunkhwa KPPRA (kppra.gov.pk) website. Bidders must submit technical and financial proposals through EPADS platform before the closing date of 8 July 2026 at 12:05 PM, with hard copies in sealed envelopes sent via registered courier to the Office of Executive Engineer, Public Health Engineering Division Mansehra. Technical bids will be opened on the same day at 1:05 PM in the presence of bidders or their authorized representatives. Clarifications deadline is 2 July 2026 at 3:00 PM. Financial bids of technically qualified bidders will be opened after technical evaluation. All terms and conditions follow KPPRA rules, PEC standards, SBDs and relevant procurement regulations.
