Description / Scope of Work
Tehsil Municipal Administration Dargai, under the Government of Khyber Pakhtunkhwa, invites sealed electronic tenders through EPADS (E-Pak Acquisition and Disposal System) for the construction of Bab-E-Malakand near Zarabad Check Post in Dargai. This project is part of Accelerated Sustainable Development Initiatives for District Malakand with an estimated cost of Rs. 15.00 million and earnest money of Rs. 300,000. The tender is based on MRS-2025 (1st Bi-Annual) and Non-MRS items, following the Single Stage-Single Envelope procedure in accordance with KPPRA Rules 2014. Eligible firms and contractors must hold a valid Pakistan Engineering Council (PEC) license in the relevant category and be duly enlisted with the Local Council Board, Khyber Pakhtunkhwa.
Bidders must be registered with the Local Council Board (LCB), KP Revenue Authority, possess a duly signed and stamped Bill of Quantities (BOQ), hold original CDR and Additional Security documents, maintain CNIC copies of the MD/owner, and provide active NTN Income Tax certificates. Bid securities must be submitted in the form of call deposit receipts in favor of TMO Dargai. Contractors quoting bids more than 20% below the engineer's estimated cost must submit additional security equal to the differential amount along with detailed rate analysis. Failure to submit original bid security and additional security documents before the deadline will result in debarment for one year, and second-time violations will result in blacklisting for a minimum of three years under Section 29 of the KPPRA Act and Rule 44 of the Khyber Pakhtunkhwa Public Procurement Rules 2014.
Bidding documents are available for download from the official EPADS website (eprocure.gov.pk) after publication of the Notification of Intent (NIT). The last date and time for tender submission is 14 July 2026 at 11:30 AM, with tender opening scheduled for 14 July 2026 at 2:00 PM. Sealed bids received through fax or hand delivery will not be acceptable; all bids must be submitted electronically through EPADS and will be opened in the presence of bidders or their representatives by the Tender Committee. The execution timeline will be as per the work order, and work commencement is subject to the availability of funds from the Provincial Government.
