Description / Scope of Work
Capital City Police Peshawar invites bids for provision of repair, maintenance and replacement of spare parts including fitting and installation charges for official 150cc motorcycles during the financial year 2026-27. The scope of work encompasses repair and maintenance services, supply of spare parts as and when demanded through repair requisitions or supply orders, and labour charges for repair and maintenance services. The estimated quantities and approved rates are detailed in the bid documents. This procurement is being conducted for the Ababeel Squad and City Patrolling Unit in Peshawar, Khyber Pakhtunkhwa province through single stage single envelope open competitive bidding via EPADS portal under Khyber Pakhtunkhwa Public Procurement Rules 2014. The contract shall remain valid from the date of agreement to 30 June 2027 with fixed approved rates throughout the contract period. No repair shall be undertaken without authorization by the competent authority, and payment shall only be made after verification by the designated MTO following satisfactory completion of work.
Eligibility criteria require bidders to provide copy of NTN certificate, proof of active taxpayer status, CNIC of proprietor or authorized representative, proof of relevant business, at least two supply orders or repair contracts executed during the last three years, affidavit regarding non-blacklisting, and bid security. Failure to provide any mandatory document shall render the bid non-responsive. The bid security is fixed at Pakistani Rupees 400,000 in the form of a Call Deposit Receipt issued by a scheduled bank in favour of SP Ababeel & City Patrolling Unit and must be submitted to the Accounts Branch at Paybranch, Ababeel Squad, West Cantt Police Station Saddar Cantt Peshawar prior to tender closing.
Detailed bidding documents are available on EPADS, KPPRA website and KP Police website. Bids shall be submitted electronically through EPADS and must remain valid for ninety days from opening date. Rates shall be quoted in Pakistani Rupees inclusive of all taxes, duties, transportation, fitting, installations, loading and unloading charges. Conditional and incomplete bids shall not be entertained. Evaluation shall proceed in two stages: preliminary examination checking bid security, NTN, active taxpayer status, required affidavits and experience documents, followed by financial evaluation using the formula Evaluated Cost equals Estimated Quantity multiplied by Quoted Unit Rate. The bidder offering the lowest evaluated responsive bid shall be declared successful.
