Description / Scope of Work
The Communication & Works Highway Division District Mohmand invites electronic bids from eligible contractors enlisted with the C&W Department and Pakistan Engineering Council for improvement, widening and rehabilitation of existing roads and bridges in merged areas under ADP No. 1702/210622 for the financial year 2025-26. Two road projects are being tendered in District Mohmand: BTR from Machini Pull to Raziq Tabar involving construction, rehabilitation and widening of Black Topped Road from Ali Shah Kili to Loya Mena in Tehsil Pendiali (estimated cost Rs. 1,078,700); and BTR from Michani Parchavi Bazar to Kado Kor involving improvement, widening and construction of Black Topped Road from Pendiali Road to Omai Kor in Tehsil Pendiali (estimated cost Rs. 1,172,740). Both projects fall under the merged areas development initiative in Khyber Pakhtunkhwa.
Eligible bidders must be registered with PEC at category C-5 and above, possess valid enlistment certificates from C&WD for the current year, and maintain active tax payer status with FBR and KPRA. Contractors must submit copies of CNIC, company registration documents (Form H), tax return certificates, and evidence of similar completed works during the last five years with supporting completion certificates. Bid security of 2% of Engineer Estimate is required for bids quoted up to 10% below estimate; bids 10-20% below require additional 8% security, while bids exceeding 20% below require additional security equal to the differential amount along with detailed rate analysis. Non-compliance with security requirements renders bids non-responsive with forfeiture of bid security.
Bid documents and instructions to bidders can be downloaded from the C&W website www.cwd.gkp.pk and KPPRA website up to one day before the opening date. Bidders must submit electronic bids through the E-PADS system with a non-refundable entry fee of 0.03% of tender cost. The last date and time for submission of bids is 14 July 2026 at 12:00 hours, with financial bid opening scheduled for the same date at 12:30 hours. Successful bidders must sign the agreement within 28 days of letter acceptance, and the electronic bid validity period is 90 days.
