Description / Scope of Work
The Communication & Works Division Torghar, Government of Khyber Pakhtunkhwa invites electronic bids from eligible contractors for three separate emergency maintenance contracts during the financial year 2026-27. The works cover emergent road maintenance activities in Tehsil Kandar (estimated cost Rs. 4.000 million), Tehsil Judbah (Rs. 3.000 million), and Tehsil Dour Mera (Rs. 3.000 million) within Khyber Pakhtunkhwa. These fixed lump sum contracts focus on removal of snow, landslides, slips and debris clearance on C&W roads, with the contractor responsible for maintaining full road formation width and keeping routes open for vehicular traffic. The contracts are issued under Annual Operation, Maintenance & Repair (AOM&R) funds and will remain effective throughout the calendar year ending 30 June 2027, with provisions for force majeure suspension during declared emergencies by the Provincial Disaster Management Authority.
Bidders must hold valid PEC registration in categories C-6 and above and be registered with Khyber Pakhtunkhwa Revenue Authority under the Finance Act 2013. Bid security requirements are Rs. 120,000 for Tehsil Kandar and Rs. 100,000 each for Tehsils Judbah and Dour Mera, submitted as Bank CDRs. Tender fees are calculated at 0.05% of estimated cost. Each contractor must provide machinery including three excavators, three four-wheel tractors, and one front shovel for each tehsil, with ownership certificates required. Contractors must maintain an office in each assigned tehsil with authorized representatives and emergency contact details, and mobilize within 24 hours of incident reporting or face penalty work execution at their risk and cost.
Bidding solicitation documents are available for download from the EPADS system and KPPRA website. Physical copies may be obtained from the procuring entity office during working hours on or before 15 July 2026 upon submission of valid PEC registration, C&W Department registration card, and non-refundable printing fee of Rs. 3,000. Electronic bids must be submitted via EPADS in accordance with KPPRA Procurement Rules 2014 (amended 10 May 2022) by 12:00 PM on 15 July 2026, with financial bid opening at 12:30 PM the same day at the office of Executive Engineer C&W Division Torghar. Payments will be made in four equal quarterly installments subject to fund availability.
