Description / Scope of Work
The Provincial Disaster Management Authority, Punjab is inviting pre-qualification and framework contracts for the provision of food and non-food items during the Monsoon Season 2026 at the district level across Punjab province. This procurement initiative aims to ensure timely preparedness and avoid emergency procurement under Rule 59(e) of PPRA Punjab Rules during disaster situations. The scope includes supply of food hampers, cooked food, mosquito nets, cots (charpai), drinking water, flour (atta), animal fodder, cooled food items, cot covers (charpai), vehicles for relief goods transportation, plastic mats (chittai), and mattresses (bedding). Standardized specifications for food hampers have been approved by the Departmental Technical Committee and are provided as Annex-A for district-level adoption. Additional items' specifications will be finalized by respective District Standardization Committees in accordance with local requirements.
Eligible firms and vendors must be registered with relevant trade bodies and possess necessary business licenses. Pre-qualified suppliers will be required to fulfill all codal and legal formalities under PPRA Rules. The procurement process emphasizes strict adherence to pre-qualification timelines to enable timely relief delivery during monsoon emergency situations. Participating firms must demonstrate capacity to meet standardized quality parameters including mycotoxin testing, fungus inspection, weight tolerance of 1.5 percent, and minimum 70-80 percent shelf life retention for packed items.
All District Disaster Management Authorities in Punjab must complete the pre-qualification process by May 15, 2026 and furnish lists of qualified firms and vendors to the Provincial Disaster Management Authority by the same date. Framework contracts once finalized will govern all procurement during the monsoon season, ensuring compliance and avoiding emergency procurement provisions.
