Description / Scope of Work
Sui Northern Gas Pipelines Limited (SNGPL) invites sealed bids for the supply of welding material through the EPADS (Electronic Procurement Aggregate Dilution System) portal. The tender enquiry number FCS/RWT/TE/009/2026 is for procurement of welding materials to be delivered as per the schedule of requirements specified in Appendix B. SNGPL is based at Tarnol Camp, House No. 241, Street No. 40, Prime Block, near Neelum Plaza, Gulshan-e-Sehat E18, Islamabad, KPK. The bid submission must be made exclusively through EPADS in Pakistani Rupees, inclusive of all taxes, duties, levies and sales tax. Quotations must remain valid for 60 days from the closing date.
Bidders must possess valid GST and National Tax registration certificates, professional tax clearance, and appropriate business documentation based on ownership type (NIC for proprietors, partnership deed, or articles of association for companies). A bid bond in original form must be submitted in hard copy to the procurement office before the closing time of 15:00 hours on 16 July 2026. Only one authorized representative per bidder is permitted to attend the public bid opening, for which an authority letter in the prescribed format must be provided. Technical specifications must be fully complied with or clear deviations must be highlighted with supporting literature and evidence of alternative standards meeting equal or higher quality.
Bid documents comprising general terms, schedule of requirements, technical specifications, price sheet, bid bond specimen, performance bond specimen, authority letter format, commercial questionnaire, certificate of full disclosure and non-collusion, and blacklisting procedures are available as appendices. Bids will be publicly opened on the same day at 15:30 hours at the SNGPL Tarnol Camp Office. Bidders should direct queries to the Senior Officer (Procurement) at the office address or contact the telephone numbers provided. Payment will be made within 30 days of goods receipt, with SNGPL deducting 1 percent of total sales tax as withholding agent under the Sales Tax special procedure rules.
