Description / Scope of Work
The National Highway Authority (NHA) invites electronic bids for 26 routine maintenance work contracts on Motorway M-4 (Multan-Pindi Bhattian) in Federal Pakistan. The procurement covers comprehensive maintenance works along the motorway spanning from kilometer 00+00 to 292+000, including North Bound Carriageway (NBC) and South Bound Carriageway (SBC) maintenance, service road maintenance, and flyover maintenance. The total combined estimated value exceeds Rs. 237 million, with individual contract estimates ranging from approximately Rs. 4.9 million to Rs. 10.9 million. These contracts are part of the Annual Maintenance Plan 2025-26 for fiscal year 2026-27 and will be executed in Faisalabad region under the Maintenance Region M-4 office.
Eligible bidders must be contractors registered with the Income Tax Department, listed on the Federal Board of Revenue's Active Taxpayers List, and possess valid registration with the Pakistan Engineering Council in Category C-5 or above with specialization in CE-01 and CE-10. Bidders must submit bids following the Single Stage Two Envelopes procurement method. The tender documents will be available for free download from the NHA website from July 10, 2026. All firms are required to obtain EPADS (PPRA) registration at www.eprocure.gov.pk, as manual hard copy bids will be eliminated in upcoming procurements.
Electronic bids must be submitted by July 16, 2026 until 11:00 hours at the NHA Complex, Kamalpur Interchange, Sargodha Road, Faisalabad. Technical bids will be opened on the same day at 11:30 hours in the presence of bidders or their authorized representatives. Financial bids of qualified bidders will be opened sequentially, with the important restriction that any firm declared the lowest evaluated bidder for two routine maintenance contracts will not have its further financial bids opened for subsequent routine maintenance works.
