Description / Scope of Work
The National Highway Authority (NHA) invites electronic bids from eligible constructors for twelve routine maintenance contracts on the M-3 Motorway (Lahore-Abdul Hakeem Section) in Lahore, Federal Province. The contracts cover maintenance works across various kilometer sections from KM 917+000 to KM 1147+00 on the North Bound Carriageway and South Bound Carriageway of M-3. The total approved engineer estimates for all twelve contracts range from approximately Rs. 10.5 million to Rs. 21 million per contract, with a combined project value exceeding Rs. 200 million. Each contract is offered as a separate maintenance package, allowing multiple bidders to participate across different sections of the motorway.
Eligible bidders must be registered with the Income Tax Department and listed on the Federal Board of Revenue's Active Taxpayers List. Bidders are required to hold valid Pakistan Engineering Council (PEC) registration with C-5 and above category with specialization in CE-01 and CE-10 classifications. Bidders providing unsubstantiated or incorrect information will be liable to disqualification and legal action, and any default firms will not be considered eligible. The procurement follows a Single Stage–Two Envelopes method as detailed in the bidding documents.
Bidding documents are available for free download from the NHA website (www.ebidding.nha.gov.pk) starting July 7, 2026. Electronic bids must be submitted on or before July 17, 2026 at 1100 hours, with technical bid opening scheduled for the same day at 1130 hours. Financial bids of qualified bidders will be opened thereafter. Bidders are strongly advised to obtain EPADS (PPRA) registration at www.eprocure.gov.pk as manual hard copy bids will no longer be accepted in upcoming procurements.
