Description / Scope of Work
The Hydrocarbon Development Institute of Pakistan invites proposals for hiring the services of a Chartered Accountant firm to conduct commercial audits of self generating units for the financial years 2025-26, 2026-27, and 2027-28. This is a consultancy services procurement conducted at the national level in Islamabad Capital Territory. The procurement process follows the Single Stage-Two Envelope procedure under Open Competitive Bidding methodology, utilizing the Least Cost Based Selection technique in accordance with the Public Procurement Rules 2004 and relevant authority regulations.
Eligible bidders must be registered on the e-Pak Acquisition and Disposal System (EPADS) v2.0. All proposals must be accompanied by bid security in the form of a Pay Order or Bid Securing Declaration on the prescribed format. Bidders should review the detailed eligibility criteria and evaluation criteria specified in the bidding document to ensure compliance with all technical and financial requirements.
Bidding documents are available on EPADS at https://vendors.epads.gov.pk/. Proposals must be submitted electronically through EPADS v2.0 on or before Friday, July 17, 2026 at 10:30 AM, with proposals opening at 11:00 AM the same day. Manual submissions will not be accepted.
