Description / Scope of Work
The National Highway Authority (NHA) under the Ministry of Communications, Government of Pakistan, invites electronic bids from eligible constructors for twenty-five routine maintenance works contracts across multiple highway corridors in Federal Pakistan. The tender encompasses twenty routine maintenance works on Motorway M-1 covering various kilometer sections from Km 350 to Km 505 on both north and south bound lanes, four routine maintenance works on Hazara Motorway (E-35) spanning Km 0 to Km 57, and one routine maintenance work on the M-1/M-2 interchange to NIIA (5.5 km) and Thallian interchange to NIIA road (8.6 km). The total combined engineer estimate cost ranges across multiple contracts with individual values from Rs. 1,415,655 to Rs. 10,146,655, representing substantial infrastructure maintenance investment for federal highway corridors.
Prospective bidders must be registered with the Income Tax Department, listed on the Active Taxpayers List of the Federal Board of Revenue, and hold valid Pakistan Engineering Council (PEC) registration in C-5 category or above with required specialization. Each contract requires submission of bid security calculated at two percent of the engineer estimate cost. Bidders must comply with all procurement regulations and obtain EPADS registration through www.eprocure.gov.pk, as manual hard copy bids will not be accepted in upcoming procurements.
Bidding documents containing detailed method of procurement using single stage two envelope system and comprehensive terms and conditions will be available for free download from www.ebidding.nha.gov.pk starting July 10, 2026. Electronic bids must be submitted to the General Manager (Maintenance) Motorway M-1, National Highway Authority, P.O. Munnoo Nagar near Jallo Stop Burhan, Tehsil Hassanabdal, District Attock, on or before July 21, 2026 at 1100 hours. Technical bids will be opened on the same day at 1130 hours, followed by financial bid opening for qualified bidders, with the condition that the lowest evaluated bidder in two RM contracts shall not have other financial bids opened.
