The Sindh Public Procurement Regulatory Authority is issuing a Standard Form of Bidding Document for the procurement of works under small contracts amounting between Rs. 20 million. This bidding document serves as a comprehensive guide for procuring agencies within Sindh province to conduct National Competitive Bidding (NCB) for works projects. The document is designed as a global template that can be tailored by different agencies and users according to their specific requirements and scope of work. For contracts funded through international competitive bidding (ICB) basis or those involving international financial institutions with payments in foreign currencies, procuring agencies may modify the relevant clauses to align with SPPRA Bidding Documents for Large Works as needed.
The procuring agency is responsible for managing the contract and may engage a consultant to serve in an engineer capacity if required. The engineer role carries specific delegated powers under various clauses of Instructions to Bidders, including clarifications of bid documents, amendments, bid evaluation, and contract administration. Eligible bidders must comply with all requirements specified in the bidding documents, possess necessary licenses and registrations, and provide required bid security as stipulated. Bidders must demonstrate financial and technical capacity to execute the works within the specified scope and timeline.
The complete bidding documents comprise Instructions to Bidders and Bidding Data, Form of Bid and Schedules, Conditions of Contract and Contract Data, Standard Forms, Specifications, and Drawings if applicable. Procuring agencies must finalize all sections by completing blank spaces, forms, and schedules relevant to their specific work scope. Bid documents should be obtained from the procuring agency, with submission deadlines and bid opening dates to be announced in the Invitation for Bids. For detailed information and to obtain bidding documents, interested parties should contact the relevant procuring agency in Sindh province. All instructions and clarifications intended to assist bidders must be deleted from the final bidding document issued for tender.
