Description / Scope of Work
The Punjab Agriculture Marketing Regulatory Authority (PAMRA) Lahore invites electronic bids from technically and financially qualified contractors, firms and suppliers for the Roads & Sewerage & Construction of Building & Boundary Wall with Gates & Gate Pillars & Water Supply for Grain Market project in Okara, Punjab. The estimated project cost is Rs. 6,089,726,475 with a completion deadline of 31st December 2027. This is a Single Stage Two Envelope procurement procedure conducted through the Electronic Procurement System (E-PADS) operated by the Punjab Procurement Regulatory Authority (PPRA). The project encompasses comprehensive civil infrastructure development including road networks, sewerage systems, building construction, perimeter boundary walls with gates and pillars, and water supply facilities for the grain market facility.
Eligible bidders must be registered on E-PADs as per PPRA Regulations-2024 and possess valid registration with the Pakistan Engineering Council in Category No Limit and above with specialized codes CE01, CE09, CE10(i), CE11(i,vii), and EE-11(vi,xiii). All bidders must be active taxpayers registered with FBR with valid NTN and PNTN certificates. Bid security of Rs. 304,486,323 (representing 5 percent of estimated cost) must be submitted in the form of Call Deposit Receipt (CDR), Bank Guarantee, Demand Draft, or Bankers Cheque from any Scheduled Bank of Pakistan in favor of Director Agriculture Marketing Development Fund (AMDF) Lahore on or before the technical bid opening date. Financial bids must include detailed item-wise rates against all entries in the DNIT/BOQs with completed rate analysis; incomplete bids will be rejected as non-responsive. Performance security equal to 10 percent of contract price will be required from the successful bidder.
Bidding documents are available for free download from www.eprocure.gov.pk beginning 30th June 2026. Technical and financial e-bids must be uploaded on the EPADS website by 24th July 2026 at 11:00 AM, with technical bid opening scheduled for 24th July 2026 at 11:30 AM. Only technically responsive bidders will have their financial bids opened. Each page of bidding documents must be stamped and signed by an authorized signatory; bids are valid for 120 days. All bidders should carefully examine eligibility criteria and tender conditions before submission. Submission of false information or fake bank guarantees will result in blacklisting from PAMRA tendering processes and referral to PPRA and PEC for appropriate action.
