Description / Scope of Work
Oil & Gas Development Company Limited (OGDCL), a major national energy enterprise, invites sealed bids from eligible suppliers, manufacturers, and authorized agents for the supply of material on F.O.R. (Free on Rail) basis under a Single Stage One Envelope Bidding Procedure in accordance with PPRA rules. This master tender document and its terms and conditions shall be applicable to all upcoming tenders for supply of goods, materials, equipment and services. The procurement is open to bidders across Pakistan subject to proper incorporation or licensing by relevant national authorities. Bidders must carefully review the complete Request for Proposal (RFP) and all integral annexures including technical specifications and delivery requirements before submitting their offers. The Purchaser reserves discretion to increase, decrease or cancel quantities without assigning reasons, and retains the right to conduct inspections through its own representatives or third parties at its own cost.
Eligibility requirements include being a registered supplier, manufacturer, or authorized dealer with proper business licensing from national incorporating agencies or statutory bodies. All prospective bidders must submit a sealed bid bond in the original form for the amount specified in the RFP with their technical and financial bids. The bid bond must be delivered to OGDCL Reception at OGDCL House, Jinnah Avenue, Islamabad, Pakistan, on or before the submission deadline clearly marked with the RFP number and bid opening date and time. Bidders must indicate in their offer that the quotation fully conforms to the RFP terms and conditions. All costs associated with bid preparation and delivery shall be borne by the bidder.
Bidders may seek written clarification on specifications and terms through the SAP-Ariba Portal not later than one week before the bid submission deadline. The Purchaser will issue modifications and clarifications to all bidders through the SAP-Ariba Portal as required. Sealed envelopes containing original bid bonds must be addressed to Manager (SCM) Local, Supply Chain Management Department, OGDCL House, Jinnah Avenue, Islamabad. The Purchaser assumes no responsibility for collecting bid bonds from third-party agencies. Bids will be opened on the date and time specified in the Tender Notice.
