Description / Scope of Work
Oil & Gas Development Company Limited (OGDCL), a premier energy sector organization with General Sales Tax No. 07-02-2802-001-55 and National Tax No. 0787223-2, invites sealed bids from eligible suppliers, manufacturers, and authorized dealers for the supply and delivery of goods, materials, equipment, and services under a Single Stage One Envelope Bidding Procedure as per PPRA rules. The procurement is conducted through the Supply Chain Management Department (Local Procurement) based in Islamabad, Federal Province. This master set of tender documents and terms and conditions shall apply to all upcoming tenders on F.O.R. (Free on Rail) basis, with bids submitted through the SAP-Ariba Portal.
The invitation is open to all prospective suppliers subject to provisions of incorporation or licensing by respective national incorporating agencies or statutory bodies established for the relevant trade or business. Bidders must provide sealed envelopes containing original bid bonds in the amount specified in the Request for Proposal (RFP). The bid bond must be delivered to the OGDCL Reception at OGDCL House, Jinnah Avenue, Islamabad on or before the date and time specified in the Tender Notice. All bidders shall bear costs associated with bid bond preparation and delivery, and the Purchaser assumes no responsibility for collecting bid bonds from any agency.
Bid documents are available through the SAP-Ariba Portal, and clarifications may be requested in writing through the same portal up to one week prior to the bid submission deadline. Sealed bids must be addressed to the Manager (SCM) Local, Supply Chain Management Department, OGDCL House, Jinnah Avenue, Islamabad. Bid opening will occur on the date and time specified in the Tender Notice. The tender document comprises technical and financial bid forms, bid summary sheets, integrity undertakings, performance bonds, bank guarantees, and declarations of ultimate beneficial owners information, all of which are integral to the procurement process.
