Description / Scope of Work
The Medical Superintendent of Tehsil Head Quarter Hospital Kahuta, under the Health & Population Department of the Government of Punjab, invites electronic bids from eligible suppliers for a Framework Contract for the Local Purchase of Pathology Services and Laboratory Items for the financial year 2026-2027. The estimated contract value is PKR 2,500,000 (2.5 Million Pakistani Rupees). The procurement covers laboratory items and pathology services required to support the hospital's diagnostic operations in Kahuta. Interested bidders must be registered on the EPADS (e-Pak Acquisition & Disposal System) platform and should be in the active taxpayer list of the Federal Board of Revenue.
Eligibility criteria require that bidders be financially sound firms or agencies of repute currently involved in running pathology services. Bidders must not be associated with any firm engaged as a consultant for the design or specification preparation of these services. Government-owned enterprises may participate only if legally and financially autonomous under commercial law. Bidders shall not be under blacklisting declaration by the procuring agency. A bid security of 2% of the estimated cost in the form of CDR, Pay Order, or Demand Draft from a Scheduled Bank of Pakistan payable to MS THQ Hospital Kahuta is mandatory. Bidders must upload valid NTN and Sales Tax registration certificates on EPADS prior to bid opening.
Bidding documents are available for free download from https://eprocure.gov.pk, www.ppra.punjab.gov.pk, and the EPADS website until the closing date of 16 July 2026 at 10:00 AM. Sealed bids must be submitted electronically through EPADS only. Bids will be opened on the same date at 10:30 AM by the Procurement Committee in the presence of bidder representatives. No post-bid negotiations are permitted. Taxes will be deducted as per applicable government rules.
