Description / Scope of Work
The Strategic Planning & Implementation Unit under the Environment Protection & Climate Change Department, Government of Punjab, invites technical and financial proposals for consultancy services to establish an integrated air pollutant and greenhouse gas inventory system for Punjab. This procurement is issued under reference SP&IU/EPCCD/06/26/GHG/762 with an estimated cost of Rs. 170 million. The scope encompasses developing a comprehensive system to track and manage air pollutant and GHG emissions across the province, supporting environmental policy and climate change mitigation efforts in Punjab.
The tender is open to in-house prequalified and shortlisted consulting firms only. Eligible bidders include M/s Asian Consulting Engineers Pvt. Ltd. JV with Contemporary Associates, M/s G3 Engineering Consultants Pvt. Ltd. JV with Technology and Management Integratix, M/s PAK Green Enviro Engineering Pvt. Ltd., M/s EMINENCE One Gate (SMC-Pvt) Ltd., and M/s Rehman Habib Consultants Pvt. Ltd. JV with OTIUM Consultancy Services and Project Procurement International. Bidders must submit a bid security of Rs. 5.1 million (3% of contract value). The selection method is Quality and Cost Based Selection (QCBS) as per Punjab Procurement Rules, 2014.
Proposals must be submitted in two envelopes (technical and financial) using standard RFP forms through the EPAD portal on or before 17th July, 2026 at 3:00 PM Pakistan Standard Time. Technical proposals will be opened on the same day at 3:30 PM. A pre-proposal meeting is scheduled for 8th July, 2026 at 11:00 AM at the SP&IU Committee Room. Bid validity is 120 days.
