The Executive Engineer Akram Wah Division Badin invites electronic bids through SPPRA E-PADS for a rate contract for procurement of goods, services and works of maintenance and repair, operation and maintenance, contingent and emergent nature works during the financial year 2026-27. This tender is issued by the Sindh Irrigation & Drainage Authority Hyderabad under the Left Bank Canal Area Water Board, Badin, in accordance with Sindh Public Procurement Rules 2010 (amended to date). The bid security required is Rs. 27,00,000 and tender fee is Rs. 5,000. The work covers various M&R and operational activities in Badin, Sindh province for the upcoming financial year.
Eligible bidders must possess valid PEC registration as of June 2026 in relevant category, active FBR and SRB registration with Active Taxpayer status, and average annual turnover of at least Rs. 20 million during the last five years. Applicants are required to submit audited financial statements for the past five years from ICAP registered audit firms, income tax returns and bank statements for five years, and maintain an average annual closing bank balance of Rs. 5 million with supporting fresh bank certificate. Documentary evidence of similar nature works during the last five years, list of machinery and equipment with ownership or rental documents, biodata of engineering and technical staff, and an e-stamped affidavit regarding non-blacklisting and non-involvement in litigation with government departments are mandatory. Bid security must be provided as Call Deposit Receipt, Bank Guarantee or Pay Order from a scheduled bank of Pakistan.
Bidding documents can be accessed or downloaded from the SPPRA portal at http://portalsindh.eprocure.gov.pk or obtained from the office of the Executive Engineer. Tender fee must accompany the e-bid. The first attempt submission deadline is 21-07-2026 until 10:00 AM through E-PAD system, with bid opening scheduled for the same date at 10:30 AM at Akram Wah Division Badin. Technical proposals will be opened initially before the Procurement Committee, followed by financial proposal opening for technically responsive bidders only. Original tender fee and bid security must be submitted in a sealed envelope by hand or registered mail to the Office of the Executive Engineer, Akram Wah Division Badin, Camp Office Tando Mohammad Khan before bid opening. In case of no response, a second attempt will be held on 06-08-2026. Bid validity is 90 days from submission date.
