Description / Scope of Work
The Communication and Works Division No-I Swat at Saidu Sharif, Government of Khyber Pakhtunkhwa invites electronic bids from eligible firms and contractors for seven major construction and infrastructure development projects under the Single Stage Two Envelope E-Pak Acquisition & Disposal System in accordance with KPPRA Procurement Rules 2014 amended up to 24 June 2025. The projects comprise construction, improvement, rehabilitation and widening of BT roads across Swat and surrounding areas with estimated costs ranging from Rs 37.84 million to Rs 70 million, including works from Totano Bandai Jrando Road (51 million), Sharifey Mandosa Road (70 million), Canal Road Majid Abad Town Ship (38.99 million), Aligrama Link Road (54 million), Sarkhazana Marija Road (64 million), Kotlai Melagah (37.84 million), and Highway Sub Division (46.427 million), with bid securities ranging from RS 797000 to RS 1440500 depending on project category.
Bidders must be registered with the Khyber Pakhtunkhwa Revenue Authority under the Khyber Pakhtunkhwa Finance Act 2013 Act No.XXI. Bid security must be submitted in the form of Call Deposit Receipts from local banks and uploaded electronically with the e-bid on the E-Pak system. All projects fall under category C-4 and Above or C-5 and Above as per PEC requirements. If a bid is more than 20 percent below the estimated rate, the bidder must submit a detailed rate analysis with the bid, which the procurement committee may reject if found unconvincing.
Instructions to bidders, bidding documents and evaluation criteria are available from the office during working hours or can be downloaded from the E-Pak Acquisition & Disposal System before the submission deadline of 29 July 2026 at 12:00 noon. Qualification documents can be obtained upon payment of Rs 2500 per work (non-refundable) until 28 July 2026 by 5:00 PM. The technical bid opening will occur on the same day at 14:00 hours, and the financial bid will be opened after approval of technical bids by the competent authority.
