Description / Scope of Work
Akhtar Hameed Khan National Centre for Rural Development (AHKNCRD), located at Park Road, Chak Shahzad, Islamabad, invites electronic bids through the E-Pak Acquisition and Disposal System (E-PADS) for a comprehensive procurement program comprising solarization of the NCRD complex including office and hostel premises and open areas, hiring of service firms for non-core services, security services, janitorial services, and miscellaneous services, as well as purchase of various items including electrical equipment, computer and IT equipment, sanitary and hardware items, stationery, horticulture items, crockery, paint items, and repair services for transport, machinery, equipment, furniture and computer hardware. The tender is issued in accordance with PPRA Rules 2004 as amended and PPRA S.R.O. 296(I)/2023 titled E-Pak-Procurement Regulation 2023, with reference number F. No.1(1)2026-2027/Tender/G&C. The solarization project carries a bid security of Rs. 750,000, while service hiring contracts require bid securities ranging from Rs. 20,000 to Rs. 200,000, and item purchases require bid securities of Rs. 20,000 each.
Participating firms must be registered with PPRA and FBR and fulfill the eligibility criteria outlined in the tender bidding documents. For the solarization project (item 1), firms must be registered with PEC in at least category C3 and approved by the Ministry of Energy. All bids must include proper bid security instruments in the form of CDR, Demand Draft, Pay Order, or Banker's Cheque drawn in the name of Akhtar Hameed Khan National Centre for Rural Development with FTN No. 9010200-2. Bidders must also submit an affidavit on Rs. 100 stamp paper confirming that their firm has not been blacklisted at the time of bid submission.
Bid documents are available free of cost to registered bidders on E-PADS at https://eprocure.gov.pk and on AHKNCRD's official website www.ncrd.gov.pk, with the advertisement also downloadable from the PPRA website. Electronic bids must be submitted through E-PADS with scanned copies of all required documents uploaded electronically and one original hard copy of documents (excluding financial bids) submitted physically to AHKNCRD, Park Road, Chak Shahzad, Islamabad before the respective closing times. Bid closing dates are staggered from 20 July 2026 to 22 July 2026 with opening times scheduled immediately after closing.
