Description / Scope of Work
The Communication & Works Department, Government of Khyber Pakhtunkhwa, invites sealed electronic bids for multiple infrastructure development projects under the Swabi Area Development Programme funded from 10% Net Hydel Profit allocation for financial year 2025-26. The tender encompasses eight distinct works across two project blocks (PK-49 and PK-50), including solarization of mosques and madrassas at Tehsil Topi and Gadoon, reconstruction and rehabilitation of flood-affected roads, and construction of new road infrastructure in remote areas of Khyber Pakhtunkhwa. Works include solarization of Masajids and Madrassas at Tehsil Topi and Gadoon, flood-affected Kotha Topi causeway rehabilitation, Dagai Shingrai road at Gadoon (2.3 km), Hamlet Kyara Zako Road (1.20 km), and Malak Abad to Takail Road (1.00 km), alongside mosque solarization projects and Markazi Jamia Masjid construction in PK-50. This is a single-stage two-envelope e-bidding process conducted in accordance with KPPRA procurement rules 2014 as amended to 10-05-2022.
Eligible firms and contractors must be registered with the Khyber Pakhtunkhwa Revenue Authority under the Khyber Pakhtunkhwa Finance Act 2013 (Act No. XXI of 2013). Bidders are required to hold valid and up-to-date PEC registration, valid C&W Department registration card, and submit an affidavit on stamp paper certifying the authenticity of the CDR enclosed in the sealed financial bid. For construction work, relevant PEC category registration is required as per the code specified for each project. Bid security is fixed at 0.02% of estimated cost for most works, with tender fee at 0.03% of estimated cost where applicable. Original copies of call deposit for bid security and tender fee must reach the office before the closing date and time.
Bid documents can be downloaded from the E-PAD system and KPPRA website, or obtained from the office of the Executive Engineer C&W Division Swabi-I upon submission of formal application, valid PEC registration, C&W Department registration card, and payment of non-refundable printing fee of Rs. 3,000. Technical proposals and financial securities must be uploaded on EPAD system. Pre-bid meeting is scheduled for 10-07-2026 at the office of Executive Engineer C&W Division Swabi-I. Bids will be opened at the same venue on 10-09-2026 at 12:00 PM after technical evaluation. Bidders must submit affidavits regarding CDR authenticity and comply with all federal and provincial duties, taxes, and stamp duties as per government directives.
