Description / Scope of Work
The Public Health Engineering Division Bannu, Government of Khyber Pakhtunkhwa, invites competitive bids through the E-PADS electronic procurement system for solarization of four drinking water supply schemes and pressure pump installations in Bannu district. The works comprise: solarization of DWSS Kotka Badshah Noor Utmanzai in Wazir sub-division (estimated cost Rs. 3.055 million), solarization of two pressure pump installations at PK-99 in District Bannu (two separate contracts each valued at Rs. 2.104 million), and solarization of DWSS Kotka Shabir Abad (estimated cost Rs. 2.759 million). These projects fall under the District Development Plan for Merged Areas, Accelerated Sustainable Development Initiatives in Bannu, and Construction of Water Supply and Sanitation Schemes in Khyber Pakhtunkhwa. The total combined estimated value exceeds Rs. 10 million with a strategic focus on renewable energy integration in public water supply infrastructure.
Eligible bidders must possess valid registrations and certifications including E-PADS enrollment, Security Exchange Commission of Pakistan registration, Khyber Pakhtunkhwa Public Procurement Regulatory Authority registration, Pakistan Engineering Council category C-6 or above with specialized solar codes CE-09, CE-10, EE-04, or EE-11, Provincial Enlistment Committee registration with Khyber Pakhtunkhwa, active KPPRA and Federal Board of Revenue status with active NTN and STRN, and Class-E Electric Contractor License issued by the Inspectorate of Electricity, Energy and Power Department. Bidders must also hold a valid ISO-9001 or equivalent Quality Management Systems certificate. Bid security is set at 2% of the estimated contract value as per KP-PPRA Notification SRO (14)/Vol I-24/2021-22/6058-71 dated 10 May 2022.
Bid Solicitation Documents and Bills of Quantity are available for download from the EPADS portal at kp.eprocure.gov.pk and the Khyber Pakhtunkhwa PPRA website. Technical and financial bids must be submitted online through EPADS before 31 August 2026 at 12:30 PM, with original bid security documents and tender fees submitted physically by registered post or courier to the Executive Engineer's office by the same deadline. Technical bids will be opened on 31 August 2026 at 2:00 PM at the PHE Division Bannu office in the presence of bidders or their representatives. The date for financial bid opening will be announced following technical bid evaluation. Incomplete or conditional bids with unattested alterations will be rejected as non-responsive.
