Description / Scope of Work
The Ministry of Federal Education and Professional Training invites pre-qualification bids from vendors and firms for repair, maintenance, and procurement services for the Main Secretariat during the financial year 2026-27. The scope encompasses nine service categories: air travel and accommodation services, event management services, repair and maintenance of official vehicles including Suzuki, Toyota, Honda, motorcycles and school buses, purchase and repair of computer hardware and printers, purchase and repair of IT equipment such as laptops and servers, purchase and repair of machinery and equipment including photocopiers, fax machines, air conditioners and exhaust fans, purchase and repair of furniture and fixtures, repair and maintenance of office buildings, and vehicle rental services. The procurement is being conducted in Islamabad at the Ministry's office located in Room 122, First Floor, C-Block, Pak-Secretariat.
Bidders must meet mandatory eligibility requirements including a minimum of three years of reputable experience with public and private sector agencies, provision of at least one relevant completion or performance certificate for each lot applied for, valid registration with applicable regulatory bodies, and an affidavit confirming non-blacklisting status. Financial soundness must be demonstrated through documentary evidence showing an average annual turnover of not less than Rs. 10 million during the last one year. Bidders are required to submit a bid security of Rs. 500,000 in the form of a bank draft, pay order, or call deposit receipt in favour of the Departmental Disbursing Officer. All bidders must possess valid GST and NTN registration with proof of active taxpayer status on the Federal Board of Revenue Active Taxpayers List, and provide documentary proof of firm registration under applicable Pakistani laws.
Bids must be submitted through EPADS (PPRA e-Procurement System) before the closing date of July 21, 2026 at 10:00 a.m., with hard copies of bid security and technical proposals submitted to the Ministry office. Tender opening will commence at 10:30 a.m. on the same date. Applicants may apply for one or more categories, with each lot evaluated separately on its technical and financial merits. The procurement is governed by the Public Procurement Rules 2004 as amended. Prequalification documents are available on the websites of the Ministry of Federal Education and Professional Training and PPRA. For specific regulatory requirements, air travel service providers must hold IATA registration, building maintenance contractors require PEC registration, and vehicle rental operators must have DTS registration.
