Description / Scope of Work
The Food Department, Government of Sindh invites sealed bids from registered firms and companies for fumigation services of wheat stocks stored at Government Godowns across multiple districts in Sukkur Region. Approximately 31,369.761 metric tons of wheat requires fumigation treatment for a nine-month period from the contract award date. This tender is issued by the Deputy Director Food, Sukkur Region, located at City Godowns New Goth Shikarpur Road in Sukkur, and will be conducted through the Sindh E-PAK Acquisition and Disposal System (EPADS) under Single Stage Two Envelope procedure for the financial year 2026-27.
Eligible bidders must be registered with the Plant Protection Department, Government of Pakistan, and possess a valid fumigation services registration certificate. Companies should demonstrate at least three years of fumigation experience preferably with the Food Department of Sindh or other provinces, or with reputable organizations providing fumigation services for edible commodities. Bidders must provide bank statements showing minimum turnover of Rs. 15 Million per annum for the last three years. The bid security amount is Rs. 300,000.00, payable as a call deposit or demand draft in the name of Deputy Director Food, Sukkur Region. Technical proposal requirements include complete company profile, CNIC copies, NTN registration, SST evidence, valid Plant Protection Department certificate, bank statements, experience documentation, performance certificates from previous fumigation contracts, and affidavits on non-judicial stamp paper regarding non-blacklisting status and contract completion capability.
Bid documents are available on the EPADS portal at www.eprocure.gov.pk, with a tender fee of Rs. 5,000 (non-refundable). Bids must be submitted electronically through SPPRA E-PADS Portal (http://eprocure.gov.pk) with original bid security and tender fee documents reaching the Deputy Director Food, Sukkur office before the deadline. Bid submission closes on 3 August 2026 at 12:00 noon with opening scheduled for the same day at 12:30 PM. Successful contractors must provide 5 percent performance security on the contract value and are responsible for ensuring wheat stocks remain safe for nine months post-fumigation, with repeat fumigation at contractor's expense if results prove unsatisfactory.
