Description / Scope of Work
The Capital Development Authority invites electronic bids on a single-stage two-envelope basis for the construction of a Government Officer's Residence in the Diplomatic Enclave, Islamabad. This multi-story residential building project includes infrastructure development and construction of houses, with an estimated project cost of Rs. 1,351,852,000. The work is located in Islamabad, Sindh province, and eligible contractors must be registered with the Pakistan Engineering Council in relevant categories. This procurement is being conducted for the year 2025-27 under the Capital Development Authority's procurement mandate.
Prospective bidders must possess valid registration in their relevant category with the Pakistan Engineering Council to demonstrate their eligibility and qualification as mentioned in the building documents. Bids must be accompanied by a bid security in the form of a Pay Order or CDR in favor of DDU (Procurement & Contract), CDA, for the specified amount of Rs. 25,000,000. The bid security in original form will be provided at the office of the Director (P&CA-I), CDA, on or before the bid submission deadline. All prospective bidders are required to submit their bids online through E-PADS in strict accordance with the instructions contained in the bidding documents.
The electronic bidding document containing detailed requirements, terms and conditions is available for registered bidders on E-PADS at www.eprocure.gov.pk and www.ppra.org.pk. Bids must be submitted online through E-PADS at http://eprocure.gov.pk on or before July 16, 2026, at 10:30 AM, with manual bids not being entertained. The electronic technical bids will be opened using E-PADS publicly on the same day at 11:00 AM in the presence of the procurement committee and authorized bidders' representatives at the office of Director (P&CA-I), CDA, Room No. 29, Block III, P&C Wing, CDA Secretariat, Sector G-7/4, Islamabad.
