Description / Scope of Work
The Capital Development Authority (CDA) invites electronic bids from eligible contractors for the construction of the Federal Election Academy and other offices of the Election Commission of Pakistan at H-11/4, Islamabad. This procurement is for deposit work planned under the FY 2026-27 budget, with funds reserved by CDA to cover eligible payments under the construction contract. The project is located in Islamabad, Federal Province, and is being advertised through the e-Pak Acquisition and Disposal System (EPADS v2.0) platform for transparent competitive bidding.
All bidders must be registered on EPADS v2.0 to participate in this procurement process. Bids must be accompanied by bid security in the form of a Pay Order or Call Deposit as specified in the bidding documents. The procurement will follow a Single Stage-Two Envelope procedure using the Least Cost Based Selection (LCBS) technique in accordance with the Public Procurement Rules, 2004. E-bids prepared according to the instructions in the bidding documents must be submitted through EPADS v2.0 on or before Tuesday, July 21, 2026 at 11:30 AM. Electronic bids will be opened on the same day at 12:00 PM using the EPADS v2.0 system; manual bid submissions will not be accepted.
