Description / Scope of Work
SMEDA invites electronic bids from eligible bidders registered with Income Tax and Sales Tax departments for the provision of security services at its Head Office located in Lahore, Punjab for the fiscal year 2026-27. This procurement is conducted under National Competitive Bidding through the Single Stage One Envelope (SSOE) method in accordance with Public Procurement Rules 2004. The tender document contains detailed terms, conditions and technical requirements for the security services contract, with the successful bidder expected to provide services within specified periods and timelines as outlined in the Bids Data Sheet.
Eligible bidders must possess technical competence, financial resources, equipment, personnel and managerial capability necessary to complete the contract. Bidders must have legal capacity to enter into a procurement contract, must not be insolvent, bankrupt or in receivership, and must have fulfilled obligations to pay taxes and social security contributions. Bidders and their key individuals including owners, beneficial owners, directors or officers must not have engaged in prohibited practices such as fraud, corruption, collusion or coercion. A Bid Securing Declaration on prescribed format must accompany all bids submitted to the procuring authority.
E-bidding documents are available for registered bidders on the E-Pak Acquisition & Disposal System (ePADS) at www.eprocure.gov.pk, www.smeda.org and www.ppra.gov.pk. Electronic bids must be submitted using ePADS on or before 2:00 PM on July 23, 2026, with opening scheduled for 2:30 PM the same day on www.eprocure.gov.pk. A Grievance Redressal Committee has been notified for this procurement with notification copies available on ePADS and the procuring agency websites.
