The Govt. Secondary School of Special Education (HI-Boys), Bahawalpur invites sealed bids through e-PADS under Punjab Procurement Rules 2014 for the provision of security services, specifically armed security guards for the safety and security of students, staff, buses, assets and building of the institution. The estimated cost of procurement is PKR 1,350,000 for the financial year 2026-27, with bid security set at 5% of the estimated cost (PKR 67,500). Eligible bidders must be well-reputed firms or security service providers registered with PPRA and Punjab E-Procurement portal, possessing NOC/License for Security Services from the Home Department Government of Punjab, active tax payer certificates for both Income Tax and Sales Tax, and valid CNIC of firm owner. Bidders must provide security guards with appropriate type and caliber of weapons and ammunition as specified in tender documents. The bid security of PKR 67,500 must be submitted in the form of 1LINK or 1Bill alongside the technical bid, and successful bidders must deposit a refundable performance guarantee of 10% of the bid contract price before issuance of the provision of services order.
Bid documents are available for download from the PPRA website (https://ppra.punjab.gov.pk) and Punjab E-Procurement portal (https://ep.punjab.gov.pk). Bids must be uploaded on or before 2nd September 2026 at 11:00 a.m., with opening scheduled for 11:30 a.m. on the same day in the presence of bidders or their authorized representatives. The contract period is for the entire financial year 2026-27, with rates valid until 30 June 2027, inclusive of all applicable taxes and charges. Bid validity is 90 days after opening.
