Description / Scope of Work
Allama Iqbal Open University (AIOU), Islamabad invites sealed bids for the provision of non-consulting security services for its main campus located in Islamabad and various regional centres across Pakistan. The procurement is planned during the financial year 2026-27 under Activity Reference Number 03/2026-27. Bidding shall be conducted through the e-Pak Acquisition and Disposal System (e-PADS) using the Single Stage-One Envelope procedure in accordance with the Public Procurement Rules 2004. The invitation is open to experienced and well-established security companies duly registered with taxation authorities and listed on the Active Taxpayers List of the Federal Board of Revenue. The contract shall initially be awarded for one year on a Delivered Duty Paid (DDP) basis and may be extended further subject to satisfactory annual performance of the service provider.
Bidders must be duly registered with taxation and relevant authorities and maintain active taxpayer status. Bid(s) must be accompanied by a Bid Security amounting to Pakistani Rupees 300,000 in an acceptable form as specified in the bidding document. The scanned copy of the Bid Security must be uploaded through e-PADS while the original hardcopy must be submitted physically in a sealed envelope mentioning the procurement activity name and reference number before the submission deadline.

A pre-bid meeting shall be held virtually on 17th July 2026 at 1100 hours Pakistan Standard Time via Google Meet. Sealed bids must be submitted through e-PADS by 1030 hours PST on 27-07-2026, with opening scheduled for 1100 hours PST on the same date at Room No. 108, Academic Complex, AIOU Main Campus, Sector H-8, Islamabad.
