Description / Scope of Work
Pakistan Infrastructure Development Company Limited (PIDCL), a federal development authority, invites sealed competitive bids through e-PADS for the construction and development of multiple road projects across various districts in Sindh province. The tender encompasses flooring, layering, dressing and other associated road construction works at diverse locations including Nawab Shah, Jacobabad, Sukkur, Shikarpur, Larkana, Khairpur, and other districts, with a cumulative estimated value exceeding PKR 500 million. The scope of work includes site preparation, material supply, labor, equipment, and completion of works as per technical specifications and drawings provided by PIDCL. All projects are intended for public infrastructure development and improvement of transportation networks across the province.
Bidders must be registered with the relevant professional bodies and hold valid registration certificates. Eligibility criteria require bidders to demonstrate technical and financial capacity through submission of audited accounts, performance certificates, and relevant experience in similar road construction projects. Bid security must be provided in the form of pay orders, call deposit receipts, or bank guarantees made in favor of PIDCL and dated before the deadline. All bids must comply with bid documents specifications, and bid security for unsuccessful bidders will be returned within ten working days of official announcement of the successful bid.
Bid documents are available online through the e-PADS portal at https://epadpidcl.gov.pk by paying a non-refundable fee of approximately PKR 3,000 to 5,000 depending on project value. Bidders must submit bids electronically using the e-PADS acquisition and disposal system before the deadline with all required supporting documents including scanned copies of bid security, tender fee receipt, and performance certificates. The bid opening will be conducted at the Office of the General Manager (Engineering), PIDCL, Baldia Complex, Plot No. E6 7th Floor, Ecl Block Gizri, Karachi on the scheduled date. Prospective bidders are advised to obtain further information and clarification from PIDCL offices or the designated technical representatives before submission time.
