Karachi Metropolitan Corporation (KMC) invites electronic bids for the construction of a flyover at Garden Intersection on Nishtar Road in Karachi. This is a major civil infrastructure project valued at approximately Rs. 948.16 million, aimed at improving traffic flow and connectivity in this key intersection. The project is funded through KMC's own resources and will be executed under the Single Stage Two Envelope Procurement Procedure via the EPADS e-procurement portal managed by SPPRA Sindh. Eligible contractors must hold a valid PEC license in Category C-2 or above with specialization codes CE01, CE02, CE09, CE10, and EE06.
Bidders must meet stringent eligibility criteria including active NTN certification from the Federal Board of Revenue, valid SRB registration, professional tax certificate, valid electrical license from the Government of Sindh (Karachi Region), and an affidavit confirming no blacklisting or litigation with government entities in the past five years. The minimum average annual turnover requirement is Rs. 1000 million over the last five years. Bid security of 5 percent of the estimated cost (approximately Rs. 47.4 million) must be submitted, with Rs. 20 million accompanying the technical proposal and the balance with the financial proposal. Online bids must be submitted by 02 September 2026 at 11:00 AM, with technical bids opened immediately at 11:30 AM on the same date at the KMC Engineering Department office behind Dawood Engineering University in Muslimanbad. The non-refundable tender cost is Rs. 5,000. Bids remain valid for 90 days and must include detailed construction schedules, proof of similar flyover projects executed in the last five years, machinery and equipment lists, and biodata of key engineering and technical staff.
