Description / Scope of Work
The Executive Engineer, Provincial Highways Division, Shaheed Benazirabad invites proposals from eligible consulting firms to provide comprehensive engineering consultancy services for the design, vetting and supervision of construction of pre-stressed bridges, pre-stressed overhead bridges and ramp at the road from Nawabshah Saeedabad Road along SIM Nala to connect Nawabshah Sanghar Road at Cheezalabad in Sindh. The assignment reference is TC/G-551/818/1 of 2026. Services required include detailed engineering design and drawings, design vetting, preparation of detailed working estimates, bill of quantities, revised or modified PC-I documentation, tender bidding documents, hydraulic study, geotechnical and soil investigation study, coordination with railway authorities for NOC and construction supervision. The procurement is funded through Government of Sindh allocation and will be executed under SPPRA Rules 2010 as amended.
Eligible consulting firms must be registered with Pakistan Engineering Council with project profile code 1215 and relevant service codes (0511, 0518, 0532, 0543) with renewal status valid up to June 2027. Firms must demonstrate specific experience in bridge design. Applicants require valid National Tax Number registration with active FBR status, valid SRB registration, three years audited reports, no blacklist history from any government department or international donor agency, and must submit undertaking on judicial paper that neither they nor their associates are blacklisted. Earnest money or bid security equivalent to 2 percent of total bid value in shape of call deposit is required, set at PK Rs 3,000 as non-refundable tender fee payable from any scheduled bank in favour of the Executive Engineer.
Proposals comprising technical and financial components must be submitted by 07-09-2026 by 11:00 AM at the office of Executive Engineer, Provincial Highways Division, Shaheed Benazirabad near Bilawal Sports Stadium, Kazi Ahmed Mor Highways Colony, Shaheed Benazirabad, telephone 0244-9370132. If first attempt receives no responsive bids, second attempt will be held on 22-09-2026 with same submission time and opening at 11:30 AM same day. Bid validity period is ninety days from opening date. Consultants will be selected and engaged in accordance with existing SPPRA Procurement Rules 2010 as amended.
