Description / Scope of Work
SCME at NUST Islamabad invites technical and financial bids from authorized well-established suppliers, original equipment manufacturers (OEMs), and distributors for the supply and delivery of three project equipment items for Dr. Salman Haider's research in the Department of Process and Chemical Engineering at the Islamabad campus. The tender is issued under Single Stage-Two Envelope procurement rules and covers complete specifications and quantities as detailed in Annex-A. Bids must be submitted electronically through the ePADS platform in accordance with E-Pak Procurement Regulations 2023, with sealed hard copies of technical bids and earnest money drafts also required at the time of technical bid opening.
Bidders must possess active NTN and Sales Tax registration with active ATL status in FBR records and modern supply facilities. An earnest money draft (refundable) valued at PKR 130,000 must accompany the technical bid as a pay order or bank draft in favor of the Principal SCME-NUST. Additionally, a bidding documents processing fee of PKR 3,000 (non-refundable) must be submitted physically in original at the time of technical bid opening. Bidders must provide authorization letters from the original equipment manufacturer evidencing their status as partner, distributor, or reseller, along with comprehensive documentation including tax records for the past year, income and sales tax certificates, company profile, six months bank statements, quality certifications, and a non-blacklisting certificate on stamp paper.
Financial quotations must be submitted on FOR Islamabad basis with all applicable taxes included (GST and any applicable customs or excise duties) and must be quoted with a minimum validity of 120 days from tender opening date. All quoted items must include one year warranty, support, and upgrade period, and the selected firm shall provide a Performance Guarantee equal to five percent of the contracted value in the form of a CDR or bank draft valid for the entire warranty period. Technical bid opening will determine further evaluation steps, and SCME-NUST reserves the right to reject partial quotes. Submission of quotations through email or fax is not admissible.
